No. Gelatine is made from animal bones and is a by-product of the slaughter house.

Anyone who considers them self a vegetarian should know this... or - when they find out - give up the horrid stuff. There are lots of different ways to do what gelatine does that are suitable for veggies.. (such as Agar Agar or fruit pectins)

There are 2 types of gelatine and unfortunatley the meat is used more often. If you check the back of the packet and it says gelatine but doesn't specify which one and doesn't have a suitable for vegetarians sign then I would just leave it. If it's jelly sweets then tesco do good vegetarian sweets!

By definition I believe:
Yes for vegetarians
No for vegans
Vegans don't eat anything from an animal including animal by-products. While vegetarians don't eat any meat (which includes SEAFOOD AND CHICKEN!)

Even though I'm a vegetarian I don't eat anything with gelatin, which I recently just started.

Well then, your friend who says they are a vegetarian is not a vegetarian if they eat gelatine.
As stated by other responders, gelatine is made of ground up animal bones etc.
It is possible to buy vegetarian gelatine, made from agar or sometimes pectin, but if it's normal standard gelatine then it is definitely not vegetarian
You'll want to pass on to your mate that they're not actually vegetarian if they're not making sure that they're eating no gelatine.

Gelatine is definitely not suitable for vegetarians, it is made from various bits of bone, hoof and other ambiguous animal body parts. Unfortunately manufacturers put it in lots of foods including things that you wouldn't necessarily expect. A veggie friendly alternative would be agar. Hope this helps!
