Hypercholesterolemia is excess cholesterol in your blood that could cause atherosclerosis or aterosclerosis, that is the clogging of your blood vessels or the hardening of them or both. They are not the same diagnosis but if you have high cholesterol which is what hypercholesterolemia means then this will contribute to hypertension because of the constriction of the blood vessels by plaque.
