Personally, I'd just let him/her go out with some friends to a movie and pizza, or arrange a photo scavenger hunt, then have a separate eat out with family.

I kind of think a lot of kids/teens get too spoiled. I'm not saying you shouldn't throw parties, but make them a truly special event. There are loads of great ideas for when kids are ten and under, but parents often go crazy and throw insanely expensive and wasteful parties that the kids usually don't even remember. For little ones, spending more on film and snacks and little crafts and less on huge gifts is a good idea. Decorate and theme sparingly-- the kids likely won't notice. The older they get, the more games and prizes you add.

Big parties should happen for these reasons:
* The child moves into a toddler bed that year, and therefore gets a new bed and bedding.
* The child moves into a "big kid" bed and gets a first set of big kid bedding. (Subsequent years can bring new bedding, but no new bed-- I know too many kids who get a new bed each year!)
* The child becomes a pre-teen (I think age ten is most appropriate for this one) and may get a new bed, perhaps one with a trundle for friends to stay over.
* The child becomes a teen, age 13. At this age, if there is room, you might get them a wider than twin-sized bed and roll-outs (also called crash pads) to stash in the closet for friends.
* At age 15, throw a party after the teen gets his/her learner's permit, but make it simple. I like a party with Mexican food at 15.
* At age 16, if you can afford to, get a car for the birthday teen.
* At age 18, throw a big bash. Try a buffet and a "life's buffet" theme-- that's my favorite.

The great thing about centering most of the birthdays around a bed is that you can theme the party based on whatever bedding you get! Car bedding means a car party, hero bedding means a hero party, and princess bedding means a princess party, of course. Interim birthdays mean a new set of bedding to augment the other bedding, and parties themed based on the bedding the child chooses. If you want a different theme for the 17th birthday, ask if he/she knows any new bedding he/she wants or needs. If there's a theme to be had, it's there.

Back to the stand-by ideas. At 17, parties can get hokey too often. Photo scavenger hunts with a prize waiting for the first to arrive with all the photos can be good, but get a little pricey. For it to work well, here's the way to go:
Have the birthday teen invite quite a few friends, let's say 20. Have them split in teams of 4 or 5. Provide one-time use cameras to each team and a gift card for one-hour photo developing with double prints. Come up with lists of 20 things that they have to be photographed doing-- like standing on the top of an overpass, giving a statue "rabbit ears", touching an animal, wearing each other's shirts, and more. For a greater challenge, you can insist that the whole group be in each picture, which means they have to get someone else to snap the picture! Then they get the photos developed and the first to return with prints is the winner of some prize, like a gift certificate to a store or movie tickets, something like that. Have food out to eat for the arrivals (who will have worked up an appetite) and a new rental to watch when everyone arrives. Let them eat while they put one copy of all the pictures in a scrapbook for your son/daughter. They can divvy up the others as souviners. Take a few photos of the whole group to divvy up, too, and add to your teen's scrapbook.

The other likely possibility is to have a small family party, just food, cake, and presents, then let your teen go out for fast food and a movie or other entertainment with friends (you foot the bill by giving money as a present). Either way, it's fun, simple, and not too embarassing for teens.
