Do you have one of those pizzerias with an old-time organ?
We have one here that makes a colorful scene with banners in the front window whenever the organ plays. The restaurant is very kid-friendly, with balloon animals, coloring pages, songs, games, prizes, and an arcade (I think they make an effort to cover every age group). Of course, those types will vary depending on where you are, but I think they generally try to be family oriented.
A good "chain" restaurant is "Red Robin"...maybe you have them where you are? They serve the kinds of food kids like (ice cream, hot dogs, burgers), but with the quality you would appreciate as an adult.
Also consider something like "5 and Diner" or another place like that with a retro theme.
Just like the previous poster suggested, McDonald's is like the ultimate default place to take kids. The one just down the street from me no longer has a "Play Place" (thank goodness!), but nevertheless, long live the Happy Meal!
;-)

As long as the kids are reasonably well behaved and not too picky you should be able to take them anywhere. My kids like Carrabba's or Olive Garden. My oldest (12) has always been very well behaved. I can take her to the fanciest places, however her table manners are a little lacking. My youngest (5) is picky but also well behaved in public; she will eat anywhere that serves Macccaroni and cheese or pizza.

Chuck E Cheese
Or pick up a bucket of chicken with all the sides and have a picnic in a local park. You can eat and the kids can play and they will be creative on their own.

For something different, Rain Forest Cafe is really cool, Bug-a-Boo Creek is another.
Best bet, McDonalds, Burger King or Wendy's.
