Unfortunately I dont know where you can find the information, but I work in the healthcare field and it is illegal an employer to force you to have an HIV test. Even then, with certain diseases that have vaccines, the employer can only request you get vaccinated, and if you dont you simply have to sign a waiver saying you know the risk and are willing not to have the vaccine.
But back to HIV, it is so rarely ever transmitted in a healthcare setting. If someone is pricked by a needle that has been in the arm of an HIV infected person, the chances of becoming positive are quite slim. Even then, there are new drugs that have come out to combat HIV before it gets too far. You can get them from a hospital if you say you've had unsafe sex and it decreases the chances of becoming infected with HIV.
I'm reminded of a friend of mine who was working in surgery on an HIV infected person. While helping in the operation, a bone snapped off the patient's body and stuck him in the neck.
He was tested immediately and came out negative, then put on the drugs I mentioned for a time, tested 6 months later and came out negative.
I'm assuming you are asking this because you are worried about getting this disease from a healthcare worker. For some reason HIV has a strange stigma attached to it. Pamela Anderson has Hep C but nobody mentions it. If she had HIV it would probably be a completely different story.
In short, its extremely rare, hardly any cases ever recored getting HIV in hospital (after they tested blood) and if you are concerned they have ways of combating HIV that they did not before.

A person who has a contagious disease has an impairment. Infection with the Human Immunodeficiency Virus (HIV) is an impairment.

Yes they would be able to work, there may be some restrictions but you don't get aids by toucing except some body fluids and only in if comes in contact wit a sore. you can go to tyour local AMA and find out for sure.
