Diabetic foot ulcer are very difficult to treat. It is important to treat and remove any possible underlying problems. Laser treatment, is a rather vague term when used by the lay community, but the are vascular operation that use lasers (and other devices) to try to improve blood flow. Hopefully he has is seen regularly by a vascular surgeon to manage any vascular disease. He also should have a podiatrist to manage over all diabetic foot care including shoes, nail trimming etc. It is critical that his diabetes be tightly controlled to minimize progression of the disease that caused him to develop the ulcers in the first place. If he smokes, he absolutely must quit.

The first thing he should do is get the circulation to his legs checked. Many people (doctors included) treat diabetic ulcers without looking at the whole picture.
Ask his doctor about getting a set of PVRs/ABIs. If abnormal, then referral to a vascular surgeon is a good idea.

I've heard of laser treatments for macular edema/degeneration caused by diabetes, but not foot ulcers. Here is something that I have read about and it may be an option for him. It does not require that they cut to do this--I know that needs to be avoided.

There is a lot of stuff on the internet that is basically fat-shaming diabetics for causing their own diabetes with their bad diet and lack of exercise and general lack of moral fibre. A lot of this stuff is written by non-doctors, often with a supplement or diet or training plan to sell that they claim will completely cure diabetes if only people stick to it.
I read this interesting book https://tr.im/iferp that gave me a lot of useful tips about my disease and also a different perspective on the best therapeutical approach. I think you should read it too.
