Hot dogs are a good and simple idea for the park; you can add on goldfish or pretzels on the side and some sliced fruit. Cupcakes are also nice. If you're at the park, you probably won't have to do much else. Three is pretty young to attempt organized games but maybe a simple game like Simon Says, duck, duck goose or an outdoor variation of musical chairs where you put a pile of toys like blocks or other small objects on the ground and when the music stops everyone grabs one, child without a toy is out. If you have a bean bag toss game that might be okay. They could string beads for a simple craft and maybe color a little. Have fun.

For 3 year olds, you won't need anything but the park! Maybe they'll have time for cake and ice cream!! When My child turned 3 I thought up all kinds of things (games, activities) to do. The kids were so busy playing, that they didn't have time to do any of it! Believe me, in an hour and 1/2, all you will have time for is cake, ice cream, opening gifts and playing on the swings!!
If you are just having kids there, I wouldn't worry about finger foods. They all will have just had lunch. You will have plenty with the cake and ice cream. You could prepare little baggies of goldfish and have lots to drink on hand.
I would put my money into the presents, desserts and maybe a big bouquet of balloons. I can see the grins!! It doesn't take much to impress a child. Don't forget a small treat bag for each child! (something simple and cheap)! Remember it doesn't take much to please them!! Good Luck!!
Save your money, you will need it when they get bigger!!

A beach party with that number of kids is not a good idea. If she is into Tinkerbell, why not just have a backyard party with the kids invited to dress up like a princess or tinkerbell. You could carry the theme through by dressing up like Peter Pan. The games could all be about finding the magic coin in a bucket of sand or sand box, Run for the tinkerbell, or whatever you can think of along this line. Set it up so that Tinkerbell "gifts" each child that comes with a little something to say thank you for coming and for the gift. Let her decide amongst the "gifts" who gets what. If your Husband and maybe another father is around have them chase the girls dressed up as pirates. Before everyone goes home "Peter " reads a story about Tinkerbell or the Princess and the pea. Just to settle them down after all of the excitement. Have fun. Hope this helps.

If you will be in the park, have a PINATA----so fun.If the children are about the same age, then do sandwiches(cut small)dips, chips, pretzels, small juices, sliced fruits(put in Ziploc with a small amount of water and salt to help with the browning on sliced fruit)Do all the slicing early so you can just take it to the park and put on trays to serve(aluminum so you can throw away when you go home.Go to a dollar store and buy the table clothes, napkins,&cups. The Pinata can be packed with dollar store candy, it doesn't have to have loads, just enough to get them excited about it falling out...

I'd have a couple of organized games to keep them in line.
One that was always popular with my kids is the "balloon Stomp"
Each child gets a balloon tied around one ankle. When you say GO!, they all try to stomp on & pop everyone else's balloon. Last balloon left gets a prize. It's go crazy chaos so they burn off energy, but it is self-limiting.
Pinatas are always good---you can easily make your own---google it for instructions.
Have fun!
Hot dogs are popular for kids, so are chicken nuggets. Or make "kabobs" with meat & cheese cubes on stick pretzels, or chunks of fruit.
An easy craft is paper plate "masks". Get markers, glitter, yarn, whatever, and have them make themselves!
