You could add cookies, brownies, chips, and dips, maybe coffee or his favorite sodas. It sounds like a fun gift!
If he likes homemade cookies, you can include a batch you've made or order some from a gourmet bakery.
It'll be cheaper to make them yourself using a store-bought mix or from scratch, but if you can afford to buy online, the links below are really good.
There's a place I saw on FoodTV that makes customized fortune cookies...they're huge, but look cute - at Delightful Deliveries.com.

Well beef jerky is always great! Non food items could be some cute boxers, cologne, a scarf, new gloves,a sudoku book, a drawing pad and pencils/markers. I know we don't usually buy drawing stuff for adults but who doesn't like a fresh blank sheet of paper you can put anything you want to down on! He could journal with it, draw pictures of the love of his life, or even just keep it by the phone for messages. It all depends on what he likes to do. I've even gotten classical music CD's at the dollar store--relaxing and romantic.

Green and Yellow M&M's. I did my then boyfriends easter basket one year when we were dating, with all green and yellow M&M's. The green ones, well you know what those are supposed to mean and the yellow ones are supposed to meam I love you. Also conversation hearts are always good, pick the ones out with the best sayings and put some of those in there. Maybe a bottle of edible body paint, depends on where you are in the relationship. Have fun with it! Happy Valentines Day, early!

Hmm, this must be an American thing. Nice idea. Chocolate covered marzipan hearts, and an exotic fruit like lychees are supposed to aphrodisiacs.
