The sperm in dried semen are no longer living and cannot create a pregnancy (if thats what you are asking). A virus in the dried semen may live longer than the sperm so in either case, wash your hands.

You may, but any living organisms along with it would have already died by then. no need to worry. just dont forget to wash your hands. :)

Of course you can, but any disease carried by it has died if it is dry.
