4-6 mmol/l in any place outside the US. The US uses its own system. It will be slightly higher just after a meal, but in a non-diabetic, not higher than 7.0 mmol/l 2 hours after a meal.
Home monitors are not always accurate enough, so a reading of 3.9 mmol/l or 6.1 mmol/l does not necessarily mean an out of range result.
Blood sugar levels are not linked to age. There is a set normal range.
