I cannot say exactly that Cheerios reduces cholesterol but that the ingredient from which Cheerios is made i.e. oat which is rich in fibre, is able to reduce cholesterol. This is because soluble fibre, in general, helps to absorb the cholesterol in the body and is passed out.
But with the combination of sugar and other flavourings, I am not so sure whether the effectiveness of the fibre is compromised.
There are other products which are more effective.

Essentially, because Cheerios has no cholesterol in it, eating it instead of other things that do have cholesterol in them is better. Over time, you cholesterol is lowered because you aren't eating as much of it.

I would guess it doesn't help to lower it but rather doesn't contribute to raising it. I say this based on how far commercialism has stretched the definition of the word 'fact' - I by habit trust least whoever benefits from my trust in what is stated.
I think the cheerios commercials are the last place to look for an empirical and unbiased statement - consider the motive. A doctor or nutritionist would be a better choice.

yes, it does because it does not have any cholesterol in it. Garlic lowers cholesterol something fierce. The drawback with it is that once it gets into your system your sweat starts to smell like it.

it worked for me if you work out a little and eat cheerios it will make u lose weight but yes it works on cholesterol!
plus if it didnt work it would be false advertising!
