Blood circulation or oxygen? how old is the subject and what is there body weight?
All these will take into account how long a human brain can be deprived of oxygen/blood.
Any damage to the brain is usually irreversible so staving the grey matter for any prolonged length of time will have severe repercussions.

a lack of oxygen to the brain will cause brain damage after 4 minutes or so, you need circulation to get the oxygen there. How much brain damage depends on how long it takes before oxygen gets there. some people may suffer only mild brain damage...so mild you may not even really know... whilst others may have major...usually if the brain has been starved of oxygen for a long time.
