Yes they can. My mom was an insulin dependent diabetic and I am here and so is my little sister. :)
I really don't think it would be a comfortable for the woman tho since she has chronic ashma.

Non of these conditions nessesarily affect fertility so there is no reason why they could not have children but if someone is on anti depressants it is probably not the right time to have a child. Need to sort out the depression before taking on the stress of pregnancy and parenthood.

Yes you can still have children as long as the man can orgasm and the lady can release eggs at the correct time for the sperm to meet. Go for it and if nothing happens just enjoy the practicing!

It is possible to conceive, but the actual act of conception might be difficult with the diabetic's chance for ED and the asthmatic's chance to have an attack due to the exercise.
