did you ask him if he knows what it is, if he has had it before and if so on any other part of his body. also, do they itch.
if it is not ingrown hairs, etc, could be a bacterial infection. try an over the counter anti-biotic.
if it is just irritated skin, treat with over the counter 1% cortisone cream. if it also itches, could be hives and the cortisone will help with that too.
no matter what, if it is close to his genitals, get a herpes test, esp while the bumps are still present. there just isn't any point at all in taking a chance and i'm pretty sure the local health dept would do it cheap or free if he doesn't have a regular doctor.
unless you think he has lied to you, give him the benefit of the doubt but get him tested before you have sex again.

I got identified with genital herpes (type 2) about 4 yrs ago, whilst I was still attending college and had a mindless one-night stand. I get them in the same place on my legs and for the life of me I can't figure out how to get rid of them, I think that it's just something that some men get, as long as it's not causing a lot of pain or getting really infected I wouldn't worry about it.

do you mean he does not shave his legs? In my country it is normal for men not to shave their legs! unless they are swimmers or cyclists of olympian standard or hope to get their soon! Seriously, what age is he, maybe normal, may not be, but if not getting infected then would not worry about it too much.

There could be an irritation to soap or body wash he is using. Or he could of shaved just once and got them

I just heard today that if you do alot of work in Blue jeans that can also cause this. I just recently had this happen to me so I'm looking into it as well.

i have them too. i am a constuction worker and wear fairly tight blue jeans on a regular basis. this is common because the jeans wear on the hair and cause it to grow inward, epecially on the outer calf.
