The easiest and cheapest way is to buy URINE glucose strips from the local pharmacy. They are not the best method, but they will display clearly abnormally high levels of glucose in your urine. They are also very easy to use.
Most major pharmacies (at least in Canada) have "Diabetes Screening Days" and/or will test your BG for free with the meter they have onsite if you ask. There are also many low income health clinics that cater to people in your situation.
The bottom line is, you can't diagnose diabetes yourself. It's not something to play around with. If your urine test is positive, or you have symptoms of diabetes, you will NEED to see a doctor. Also, hospitals cannot turn you away if you need care and can't afford to pay.
Do the screening tests, and go from there. The good news is, if it's Type 2 diabetes that runs in your family (the common kind usually related to obesity), it can be prevented in most cases with a little effort.
If it's Type 1 diabetes that runs in your family (the severe insulin requiring non-preventable kind), you will need to go to the doctor/hospital or end up dead if you have it and don't.
Talk to social services in your area for advice on how to get state medical coverage.

Im sorry but if you suspect or are worried you have diabetes, you cant NOT affored to go to the Dr. Borrow the money, do whatever you need to but get yourself checked out.

as said above do a self test with a meter. They recently changed the guidelines, and now the normal level is between 60 and 100. My mom was told this when diagnosed earlier this year.
