I would leave it as a friendship for now. If the meeting takes place "somewhere", then you can maybe pursue a more meaningful relationship. Best way to know though, is to ask her how she feels. If you have an address, write her a letter and tell her how you feel.

Well, it could just mean that the person is going to miss the other person, it does not necessarily mean they want more. But it does sound like the person has strong feelings for whoever it is, whether it is friendship or more.
