I would say the hundreds of pedophile priests would foot the bill about being religeous without holiness.
However it is not a requirement to achieve great pious heights to be holy.
All it takes is a righteous life

Yes it is possible. It is called Pharisaic spirituality. Jesus condemned this holier than thou attitude in no uncertain terms. (See Matthew 6, 16-18; 16,11-12; 23,13-36)
The Pharisees were religious in a way that has always existed and still exists. The Pharisee willingly serves God, but God, in turn, must acknowledge his service and reward him. The Pharisee wants to be without debt to God and carefully keeps himself from falling into sin, because he dislikes being in need of God's pardon.
This is where things begin to go wrong. For no one can meet God; not even the rich and well-instructed unless they discover their own misery and weakness. That is where we experience God's mercy and begin loving him wholeheartedly, meekly, feeling at one with the poorest and sinners.

There was all kinds of religious people in the bible. Look at the Pharisees and the Saddusees. But then look how often the was rebuked too by Jesus. Being religious will get you no wheres, but being saved will get you to heaven.

Yes and with the wrong attitude, both can be wrong. To put on a "look" of holiness is wrong. Holiness comes from the inside.
The Word talks of holiness. Women, not cutting hair in Corinthians, modesty in dress in other places. If you don't cut your hair as a woman only because you want to look holy then it is for the wrong reason and in it's self a sin.
Christ did warn us from being outwardly holy as those in the temple but He calls us all to be holy, seperate and removed from this world. Jesus wants us all to be holy, to live life to honor Him. This can only be done from actions of the heart. I don't drink anymore because of how it looks to others. If I drink I don't believe I am honoring my Lord and Savior. This is for me, not others. Though others may feel the same way.

The Pharisees, for example.
It is not only in the mind, but a circumcision of the heart.
There is a regeneration of the mind.
Holiness is commanded. It means ( quick definition) separated. In this context, separated unto God, as the Levites were, and remember we are called to be a nation of priests.

Yes of course, the essence of holiness is love, the holier you are the more you love and serve God and neighbor. Just being religious is like doing as the pharisees just following the rules and strict justice, nothing more.

"Religion" is a vague word. It could mean anything from Christianity, Buddism, Witchcraft and on down the line. So my answer would be yes, you can be religious without being Holy.

I think it is perfectly possible. Paul's letter to the Colossians, makes it clear what wives, husbands, children whatever their religious affiliation or social standing should do.
"Christ is the master whose slave you must be."
Ref. Colossians 3:18-24.
