Instead of dying your hair all one colour and going for a drastic change, how about getting highlights instead? With your skin and eye colour, you could go for almost any colour and still look good. Better yet, get multiple colours in highlights--some blondes, some reds, some darker brown lowlights.
I think it would look amazing.

The best bet would be to go to a hairdresser and ask them. Most reputable places will offer a free consultation and will be able to tell you what will suit your colouring.
If you want to go any lighter, or for a very vibrant colour, you will have to use a permanent colour. Otherwise, you can choose anything from a wash in-wash out shade (which won't be particularly drastic but may give you an idea of what will look good before you do anything more lasting) to a colour that will last up to three months.
With tanned skin but blue eyes you will probably be able to get away with both a lighter honey blonde or a darker (but not so dark it washes you out) brown. Even a red might look good, but can fade quickly so take care of it if you go down this route. Have a look through magazines and the web to see what celebs with a similar colouring to you have done and if you do find something you like and you want to dye your hair with a stylist, take the pic along to help them get an understanding of what you're looking for.
Try to use a shampoo and conditioner for coloured hair (and with sun protection) to keep the colour looking vibrant.

I would say a dark brown, but not a black. Or an auburn/dark red color. I don't know what your natural color is but with dark skin a blue eyes the darker hair will make your eyes really come out.

i would have afew blonde highlights put in, as slightly lighter hair will make ur tan look more natural and more noticable, so i would suggest going for afew blonde highlights through the layers of ur hair. will give u the sun kissed look and will really bring out the colour of ur eyes.

I prefer brunette to blonde, but why don't you dye it a different shade of brown with some caramel highlights/slices through it. A nice rich chocolate brown would be lovely! I also saw a nice shade named Strawberry Chocolate - brown with a hint of red through it. It looked really nice.

If it's fairly resilient and grows fast, why not try blonde with turqoise highlights (I want those but my hair grows really slowly!).
Don't go for black, that'll make you look washed out - How about strawberry blonde or autumn gold - that would look nice.
