Eventually they sell them, or they use them as program cars. Sometimes they will make deals with rental places or schools on cars like this.

They can't sell them as program cars. Program cars are vehicles that were in rental fleets, corporate fleets, and really is just a fancy marketing term for used cars to make them sound more appealing.
All new vehicles eventually sell.
Manufacturers will increase incentives (rebates, dealer cash) on prior model year vehicles to make them more attractive to consumers, and eventually they will pay the dealer a flat, lump sum amount on any left over prior model year vehicles to to dealer.
The dealers then advertise them as loss leaders, or use them as fall back cars for credit challenged customers.
Some dealers put them in their own rental/loaner fleet, and then eventually sell them as used "program" cars.
All vehicles sell, and there is always a buyer for every car.
