King Herod was actually a pretty good King, he had made some mistakes in his Kingship though before Christ was ever born. He had aligned himself with Mark Antony against Octavius. When the battle was fought Octavius won and Herod found himself on the wrong team. He went to Octavius(who was now Cesar Augustus) and told him that he was wrong and then he pledged his allegiance to Caesar. It worked and he had his Kingdom plus restored to him. He built many great things and did many great things for his people and was considered a good King. He just didn't factor in that the prophesy of the Messiah might come true in his life time. When it did he found himself facing another threat. When the wise men did not report back to him he had a time frame in which Christ had been born so he had all the male children up to two years of age killed. He figured that time frame and that age child ought to cover it. He didn't think about things like angels warning the parents to take the child and leave. He thought that would eliminate his problem.

Because King Herod was upset that a king was to be born, whom people would worship (Jesus, King of the Jews, The Messiah) instead of him. So he instructed the visitors from the East to go to Bethlehem and find Jesus. The visitors of the East found Jesus but God warned the visitors, in a dream, not to go back to King Herod. Then an angel of the Lord appeared to Joseph warning him that King Herod would kill Jesus. When the visitors didnt return to King Herod, King Herod realised that he had been tricked and ordered all the boys in Bethlehem to be killed.

He wanted to be sure that he eliminated any possible rival to his throne. Since he knew that the Messiah, the king of Israel was to be born in Bethlehem, he ordered that all boys in the town be put to death. To be sure that he was successful, he ordered all boys under two years of age to be killed. He did not count on God warning Joseph of Herod's plan, enabling him to flee to Egypt with the young Jesus before the murders were carried out.

He ordered the death of all BOY children up to the age of 2 because He knew Jesus had been born and mistakenly thought Jesus would take away his power and kingdom. He was jealous. He knew Jesus had been born because the wise men that were looking for Jesus had told King Herod, who knew the prophecies about Jesus.

I have been raised to believe Herod was looking to kill the "King" spoken of by his seers.
Herod was a Ruthless ruler riddled with syphlus and quite insane.
Some of his rulings included. Any person who showed the slightest sign of repugnance to the stench of his odour was to be killed immediately.
If he died, 100 of the top senators of his assembly and their families were to be executed. The theory being that they would pray harder that he would live longer and they would really mean it. ( Not actioned)
So it is possible times coincided and Herod was only trying to punish a favoured concubine for some misdomeanor.

It was his attempt to make sure he got the one he was looking for. His reasoning would have been something like this -- If I get all of them, if None of them escapes, then surely I would have gotten the right one; and too bad for all of those innocent children and their families. The -up to two years of age- part was because he didn't know the EXACT time of birth of Jesus, so he added a buffer to help assure the success of his goal.

Herod's sole purpose was to kill the young Jesus Christ, already touted as King of the Jews.

He was trying to find and kill the Christ Child, Jesus. If you notice though, he did not live very long after that. An Angel appeared to Mary and Joesph in Egypt and told them those who seeked them was dead and to return home.
