on my treadmill and using the raised incline feature. I did not work up a sweat like you are supposed to, so I can only assume that I have a low metabolic rate. How can this be improved please.

Try stepping it up a gear and going for the 3.5 - 4 mph walk at an incline. Depending in your height, this should probably raise your heart rate. Also, you could try jogging intervals in between your walk. So, 5 minutes walking, 1 minute jogging - or whatever you are comfortable with. Also, some lucky people just do not sweat very much. Sweat isn't always an indication that you're getting a good workout. I knew one woman who would sit in 90 degree (F) heat and not break a sweat at all even though she complained of being really hot.

That is quite a slow pace and a short distance, I am not surprised you did not work up a sweat.

I would suggest 3m at 5-6 mph (fast walk) would have a better chance to get you to work up a sweat.

I am not sure if this has anything to do with your metabolism. I thought that metabolism was just how fast your body processed food.

Well, I don't actually know, but I just thought I'd tell you that I'm one of those much-hated people that eats like a horse and never gains any weight, meaning that I have a high metabolism...
I've seen metabolism-increasing tablets in Holland & Barret, you could try there?
