We booked a holiday with a uk tour operator to find the hotel we were staying in with 3 children 3 years and under did not comply to uk fire safety regulations.

Simply put, UK fire regulations do not apply unless you're in the UK. You need to check local fire regulations for the country and area you're traveling to, if you have doubts about your family's safety.
