Every service has it's own phonetic alphabet (a means of saying a letter over airwaves by using a word). This is the Navy's alphabet:
alpha
bravo
charlie
delta
echo
foxtrot
golf
hotel
india
juliet
kilo
lima
mike
november
oscar
papa
quebec
romeo
sierra
tango
uniform
victor
whiskey
xray
yankee
zulu
(You can see from other answers that there's not a univeral alphabet. The Navy follows international standards for communications because we have a maritime tradition. The Marines use our alphabet, I believe.)

It makes CAB. Charlie, Alpha and Bravo.
These are used, in Military, to spell a word during verbal communications for the sake of clarity.
To correct spellings in your question, "I always wonder what............
Stop wondering baby and concentrate on your spellings first.

It's to spell out words over the radio or telephone. Like Alpha means "A" and Bravo means "B". So if I were to say Hotel Echo Lima Lima Oscar to you- I'd actually be saying "Hello". They use it to make sure there isn't a misunderstanding. So Charlie Alpha Bravo is "CAB", so I'm going to guess on this one and say they need a military vehicle- or "cab".
