A few months later, I will go to Ireland to have my working holiday for about 1 year. Howerver, I will face some currency exchange fees if I use my credit card which I applied outside Ireland. Therefore, I would like to ask that if there is any credit card that I, as a non resident of Ireland, can apply for in Ireland?

You are not clear. However, why don't you write to the company that you will be employed by and ask for their advice and how you can obtain a credit card in Ireland.

That's what I would do.
