I pen knife would not be a lethal blade length to be used as a weapon like a butter knife. I don't think there is any restriction.

After the UK decided to remove the common citizen's right to self defense and the sports around Firearm Ownership, Knife Crime jumped 300%. Because of this, it is not legal to carry items that could be used as offensive or defensive weapons. A pocket knife can be seen as a weapon if it is longer than a credit card. (This also used to be the criteria to carry a knife in an airport. I remember my grandfather taking me to the gate in the mid 90's and having the security guard pull the pocket knife out and extend the blade and as long as it was under something like 3 inches, they gave it back to him and passed him through. Now you can't even get through security without a security guard putting a finger up your ar$e.) I know you must be 18+ to buy ANY type of knife... Even if you go to a housewares store and you want to buy a bread knife. The cops piss away taxpayer money going out and having underage people try to buy knives at stores and then fine the stores for selling a weapon to a minor. So now, if anyone wants to defend themselves, they carry a screwdriver or learn how to hold your keys so that if someone comes at you, you can use them like the Character "Wolverine" from X-Men's claws. Regardless of if you are legally allowed to carry what you have or not, the cops will use it against you... Be it a swiss army knife, a pair of nail clippers with the sharp file on it, or a screwdriver... If you get into trouble, even if you use them for self defense, they might hold it against you.

You have to be over 16 to buy any kind of sharp-bladed implement; that's any kind of knife, razors, sharp gardening tools, pretty much anything sharp. The law is fairly recent (the last ten years or so) and was brought in to reduce the number of teenagers carrying knives as weapons. I don't believe it's worked, but there you are!
