After my holidays in England, I usually get a tax refund at the airport for purchases made while on holidays. You only need to show your sales receipts and the tax forms filled by all the stores where you made your purchases, to be able to claim your refund at the airport on your way out of England.

Does the US have such a policy and what is the step by step process of how it works?

The sales taxes in the United States are collected by the individual states, not the federal government. There is not any refund available for carrying the goods out of the country. However, it is often possible to have them shipped to an out-of-state address, in which case the store might be able to classify your sale as exempt and not charge the tax.

The US doesn't have a VAT like England and many European countries do. There is a sales tax in most states, collected by the state - that isn't refundable.
