Its the Philippines - it has the world's third largest english-speaking population. India, on the other hand is usually seen as the most fluent, because of the call centers there. But this simply isn't true. They have the most call centers because they have the cheapest workforce, not because of their english. Indians do know how to speak English - their own version of it. Other english-speaking populations cannot simply understand Indian english because of their thick accent.
Therefore, its the Philippines, not India.
No offense, but I'd rather talk to a Jamaican than an Indian.

I'd say Singapore. The total population speaks or understands English and it's the first medium taught in schools. Text books are in English and parliament and courtrooms are in English.
India has call centres (conducted in English) because of India's BIG drive in the Outsourcing business. Indians might speak 'fluent' Victorian English but the speakers, the way they speak sometimes, are sing-song-y and intelligible. I have seen and heard Indian celebrities giving acceptance speech in English and must say have been very impressed by their command of the language but I would say that cannot be true of the total population.
