usually you would give a vaccinneto someone who isnt infected but doesnt want to risk it. but even with a vcccinne you are still at risk of getting infected because most vaccines are a dead or partially alive version of the virus. they do this because then your body has seen the virus and can nuild up proper defences

No. In fact, if you wait for symptoms of rabies to show up before you give the vaccine, the patient is already screwed. It must be given just after exposure, in the absence of symptoms.

The only way it would cause harm is if you were allergic to some component of the vaccine.

ARV is to be given only before any symptoms of Rabies occur. After symptoms occur death occurs within 72 hours. Mortality rate of Rabies is 100%.
ARV very rarely may cause "serum sickness".
