No, but it can be used to reinforce Social Values and vice verse.

Anti Smoking laws are a good example of this. The law was backed up with a lot of 'educational' stuff that made anti smoking an acceptable law. This is also an example of where the desired effect (reduce smoking) would not have happened if the two measure were taken independently.

A specific law, when seen to be observed by the majority is however a powerful tool to make people think about their viewpoint on certain matters. eg Speeding in a car.

If the law is not generally observed (or enforced) then the effect is likely to be the opposite.

Bottom line : Some laws you have to sell.

NEVER, because the only reason why laws work at all, is because of voluntary compliance.
