it is only ethical when the majority gains from the sacrifice of a few...... the end only justifies the means when giving up of a few would save the many....(like mr. spock when he gave up his life to save the enterprise...lol).."sacrifice of one for the sake of the many....is the logical thing to do"..
it is not justified if it is for selfish reasons....for revenge...for greed and personal gain....it has to be a decision based on selflessness and honesty.
you can use the theme "lesser of the evil"....sometimes choices have to be made and you have to choose which is the lesser wrong....or would create less havoc.
many times, you have no choice. you are placed in a situation that if you do not make a choice, then the choice will be made for you. in such a situation, you choose whichever will cause less evil, chaos and havoc.
world leaders are always placed in situations like this...and they have to make decisions even if they do not fully agree because they are sometimes faced with inevitable scenarios. what is decided in a situation like this is they choose whichever creates less harm.....
such is the war in iraq. our boys are in iraq giving up their lives to stop terrorism......if we pull them out right now, many feel it will cause greater chaos in the long run. so what do we do.? we have to make a choice....do we sacrifice our boys for the betterment of the regions, or keep our boys at home and let chaos develop which will eventually come back to us one day and hurt our children.
what was decided by bush is to send send more military to iraq in the hopes that the war would end. he knows this is putting our boys in harms way, but he is looking (i hope) at the outcome...the final outcome which is to finally win the way and prevent further deaths and terrorism that may haunt our nation and our children in the future.
(this is an example and not my political view...)

If you go with the 'easy' answer that the means justifies the end, you find out that because you have sidestepped the hard choices that you have accomplished nothing. There must be a compromise between ends and means for ANYTHING to work out. I know this isn't an answer to your question, but is the next logical and relevant point to your discussion.

I'll give you an example. You have a dying dog, and you rush it to the animal hospital to save its life. As you speed toward the hospital in your car, you ignore all traffic laws and cause a number of accidents. Several people are injured, and thousands of dollars in damage are done. However, you get the dog to the hospital and save its life.
In the end, you save the dog's life. However, the means you chose to accomplish this noble goal caused harm to innocent people. So, the end did not justify the means.

this can have a lot of meanings to it. for example, you can link it to a journey. the end of a journey doesnt justify what you go through in reaching that journey, and that's what counts really. it's not really reaching the journey that counts, it's all the effort you put in to reaching that journey. you can also say that the end of life doesnt justify the meaning of life. in a way, it's trying to say that when things come to an end, they dont really justify meanings to them and the whole experience of the journey to that point where things do come to an end that really justifies the means

what good is killing to stop killing it's a losing bet!
this is why defense is the only justifiable means of homicide .
for the end justifies the means . killing to stop killing the end doesn't justify means because it's the same thing .
backwards and forwards in my mind it's confusing sometimes?
but I think the key is does it serve justice?
