What does this mean, really, when someone says it? (I know it's a song title by Simon Nicol)

It is what contestants say to Carol Vorderman on the long-running British television quiz show Countdown. Contestants choose 9 letters, deciding which shall be vowels and which consonants, and then they have 30 seconds to make as long a valid word as possible.

They are quoting from "countdown" a popular and longrunning quiz show in the u.k..
Carol is the presenter who selects the letters!either consonant or vowel as the players wish.
In terms of current "slang", it could mean anything!!!!(or nothing)

It means give me a letter that is not a vowel ( any letter that is not a e i o or u). It is said on a quiz show where the host's name is carol, therefore asking her for a letter.\
