Creat a Startup Disk. And Using the Startup Disk Boot Ur System. Use Format Command to format which ever Dirve U want.

CREATING A WINDOWS XP BOOT DISK

Create MS-DOS bootable diskette

When formatting a floppy diskette, users have the option of creating a MS-DOS startup disk, follow the below steps to do this.

Place diskette in the computer.

Open My Computer, right click the A: drive and click Format.

In the Format window, check Create an MS-DOS startup disk.

Click Start

Create Windows XP Setup diskettes

Microsoft is beginning to phase out bootable floppy diskettes in favor of bootable CD discs and has not included a method of easily creating a bootable floppy diskette in Windows XP or from the CD. However, Microsoft has downloads available for users who still need to create bootable diskettes to install (not upgrade) Windows XP. These downloads can be found through the Microsoft download center.

Additional help and information about troubleshooting bootable CDs not booting is found on document CH000217.

HOW TO USE A BOOT DISKETTE

Once the bootable diskette has been successfully created, following the below steps you will be able to boot from the diskette.

Place the diskette into write-protect mode (in case a virus is on the computer, this will not allow the virus to transfer itself onto the diskette).
Insert the diskette into the computer and reset or turn on the computer to begin the boot process.
As the computer is booting, answer the questions prompted (if any).
Once at the A:\> take the appropriate actions depending upon the situation of the computer.
If you are unfamiliar with MS-DOS we recommend you see our MS-DOS page.

When a command prompt is displayed, type format c: /s, and then press ENTER. This command transfers the system files and should only be used when you format drive C (or your "active" drive). For all other partitions, type format drive: (where drive is the letter of the partition that you want to format).

NOTE: If you receive a "Bad command" or "Bad file name" error message, you may need to extract the Format.com tool to your boot disk. To do this, type the following command at a command prompt, and then press ENTER:

You must have the windows disk and a valid Windows Certificate of Authenticity on the side of your computer. Then you can usually just put the disk in the drive restart the system and start from disk then follow the instructions. You want to format it to NTFS with one partition. You may need cdrom drivers though. Then you would have to activate windows and install all the drivers for your system's components: i.e. Motherboard, soundcard, videocard

if you want to install the same or other os then......
1] first of all keep the BOOTABLE CD of required os.
2] restart your pc and boot system from the CD.
3] a message will appear giving info about installing new os
4] follow the instructions
5] select the drive to format with file system. NTFS is good one.
6] first of all it will format that partition and then install the os.
7] IMPORTATNT:: your pc must have 256MB RAM to install WIN XP SP2

Format could mean two things:
1. You want to erase all of the data from your Hard Drive (not recommended ofcourse)
OR
2. You want to re-install the Current/New Operating System and format the Disk in the process. (I assume this is what you want to do).

Frankly its a long process to write down all the steps right here. I have found a link for you which you can refer for what exactly you are looking for. See if its helps:
