Do u want a image converter or a image compressor?
U cna open ur iamge in windows paint and reduce its resolution where by its size gets reduced. hope u will then b able to use the pic.

it converts bmp, gif, png, jpg, tiff. also converts document/video/audio types too. it onli takes a few minutes, its online so you dun have to download anything and its FREE!
Wanna email a pic just compress it into rar or zip.
Try WinRAR http://www.rarlab.com/download.htm you can zip a file easily just right-click and compress (for Windows only)
