You don't need any kind of license at all to buy and insure a car in the US. You may need proof of legal status (visa) to register it but that's about it.
Before you come, get an extract of your driving record from your national driver's office and claims letters from any current insurance companies. If these are not in English you'll need a certified translation as well. These will help you get the best insurance rates possible.
Your French license and IDP are good for up to a year if you are here temporarily. If you're on an extended visa (student or work permit for example) you should get a license in the state where you reside. This will make it MUCH easier during your stay. If you're here as part of a diplomatic mission, your French license is good indefinitely. And if you have one of the new EU licenses that are multi-language, you don't even need the IDP. The IDP is only a translation of your national license.

You can only use an international drivers license for a short time like a visit.
If you are staying in the US longer or residing here you will have to pass an American driving test and obtain and American drivers license.
Car insurance really depends on the car,age, and where you will be in the US.
Unless you are buying a car in cash, I don't think any creditors will give you credit until you build credit here.
