This could be called a gestional sac and it can have just bits covering a baby or in very rare cases I have heard of it covering an entire baby. But does anyone know the exact percentage???

This is very rare but seems to be more common in premature babies and natural births it is not dangerous and I have one sources listed for you below but the numbers vary by country. Partly due to how medicalized the birth process is and what kind of prenatal care is available.
Wisconsin Medical journal of obstetrics.

I think you mean in the gestional sac when the waters haven't broken. I don't think it's possible, well not to be intact and unbroken, the pressure of the birth canal would "pop" it.Some babies are born iwth what is said to be awhere the baby is said to be a "caul" Part of the sac is over it's face.Old wives tales say they are "touched' as in psychic.

A shroud? You mean, like the sheet they put over a dead person? It doesn't happen, of course.

There is this, however: http://healthlink.mcw.edu/article/901311432.html

The chance of this happening is 0.00%. Have a nice day.
