Can hemophilia be detected parentally, if so how?
Is there any way to detect a carrier of the disorder? How?

yes. Genetic testing can be done on the parents when considering children to see if their children might be so afflicted and inutero testing can be done to see if the unborn child will have this disease

if you get a small cut, and dont stop bleedin, than you might have hemophillia, it could be noticed though
