Is it that she wants to fail classes and postpone leaving highschool or that she wants to or is trying to drop out? A few more details would be helpful. Either way I am sorry I know this must be difficult for you.

See if there are alternantive schools in your area vo-tech, online virtual schools etc.? My oldest dropped out her senior year but there were not the alternatives as there are now. If high school does not fit for her an HSED or GED may be an option. Believe me we and the school tried everything with my daughter to no avail, first she stopped doing any assignments at school turned in blank tests etc. then finally walked out the door to never return.
At 17 and a senior there is not much anyone can do but try to persuade them to an alternative means of education.

Being a parent means you have to recognize your rights and your power. If you still feed her and supply her with a roof then you still should be able to make at least bargains. Let's say she has simply failed all her classes. Count your losses and give her the option to go to a business or trade school. Otherwise you are going to be taking care of her for a long time and teaching her all the wrong things like how to use people and be a burden on society.

If she's under 18 she has no choice.. There ARE options.. Independent study and GED are the best I think if she REALLY doesn't want to graduate high school. The GED is just a test and if she passes that's equal to a diplome. Independent study.. at least in CA is basically showing up to the continuation high school once a week or two weeks and turning in and picking up packets of work.

She needs you more than ever now. There must be reason for this, s a parent fin out why and discuss the importance of getting a high school diploma.
We bought our son a car of his choice when he passed the driving ualifications, we told him that if graduated, he will have the pink slip. He did graduated.

Ask her why, Ask her if it is the school or the school work. Maybe she wants to take her G.E.D. and leave early. Tell her then when she does leave early she will have to start working full time and start supporting her self. Is that what she wants to do.?
High school can really suck for most people. It did for me and made me really sick to have to go every day. I graduated and was really luck that I did.
Maybe it is the same for her. Ask her if she wants to go to college early?

Don't give her the option, and if she still insists then let her take some college classes, she might like that scene better. Most Community Colleges offer high school classes.

Take her to a fast food joint and sit with her for two hours watching the servers take orders...tell her this and worse will be her only future.
