Well as far as I understand, it means that even before you start to think, you need a lot of time before you actually get to the point of thinking. And to make the smallest decisions, requires too much effort on your part (which i think is a bad thing). The amount of useless projects is just unbelievable, etc. I think this is for people who just can't seem to make up their minds. I know that we make important decisions everyday, but there are things which don't really require much thinking. Like deciding on what kind of coffee you want, what kind of clothes to wear, etc. But there are people who can't even decide when it comes to the most mundane things.

I think this is in regards to housework. Infinite amount of time to think is sort of saying that there are infinitie numbers between zero and one...you can always divide by 2 right?

The number of useless projects, ie. cleaning and dusting, and doing laundry, does seem immense when one stops to think about it. All in all, the person saying the quote feels that it takes an incredibly long amount of time to do projects that are meaningless. By having too many small projects, you never finish one completely (maybe by creating too many steps), and therefore at some point you become overwhelmed, and decide to throw all your laundry out and start from scratch. *laugh*

It's a quote about indecision by Jean Baudrillard. I guess Jean had a hard time making decisions. It really belabors the point in my opinion, there are some much better (and shorter, easier to understand) quotes on the same topic.
