It's an ostentatious way of wishing some one the best in life that was used often by Robin Leach in his TV show, "Lifestyles of the Rich and Famous".

It means Robin Leach coined a catchy phrase that got him famous. Now he's on VH1, that show with the has-beens all living in a house. I can' t think of the name of it. Dang, I hate when that happens! The one with Flavor Flav, and Brigitte Nielsen. Dang!!!
