Yes - MegaBus, but then you'd have to take the Blue Line Bus from Union Station in downtown Chicago to O'hare. MegaBus has free rides currently and the city bus is $1.50? It would take you 2-3 hours for $1.50!

Easier would be www.coachusa.com They have round trips from Milw, etc to O'hare, leaving at :10 after the hour taking about 2 hours. Fare is $43 round trip, kids free.

I'm not sure if there is bus service, but there is amtrak service from milwaukee to downtown chicago, you can then take a bus or train to ohair from union station.

Coach USA/Wisconsin Coach Lines runs to O'Hare.

Greyhound sorta does, to the CTA Cumberland station. From there, you can take the Blue Line train to its terminus at O'Hare.
