what causes my poofy hair?

whenever my hair is moisti t seems to be poofy...otherwise it is dry and hard as a rock.

Your POOFY hair, is it curly or just frizzy? What do you shampoo with? What styling products do you use??? How do you style your hair? Do you blow it dry? Do you let it air dry and expect it to be beautiful with no effort at all??? Give us some input as to what you do with your poofy hair, then someone can help you!
