Anything can be good cardio-vascular exercise if you do it fast enough, and if it involves enough muscles to get your heart beating faster. Try windmills (touching toe with opposite side hand in alternation and quick repetition). No jumping needed. No noise unless you're a really heavy breather. :-)

How do you do jumping jacks in an apartment? your best exercise would be to take the stairs--- do as many as you can up and down- great cardio and you don't even have to go outside.

You can get a great cardio workout from videos such as Carmen Elektra's dance workout. Just pop in the D.V.D. and dance. My friend and I do it all the time in her apartment. There's hardly any noise at all. Just step lightly if you have to.

The YMCA has discounted rates and are all over the country. The have great equipment!! I just got back not that long ago from doing cardio.
