We took my daughter's preschool to Boreal. The sledding is free but there's the convenience of a snack bar.

Conner077 has some good ideas but the question was for first time child sledders.
Northstar tubing is expensive and the tubes FLY down the hill so fast! Not a good choice for beginners. Expecially since it's quite a ways off I80.
We live on the 80 corridor (Rocklin) and just got back from a 3 day weekend in Tahoe.
Yuba Gap is a great place to stop and has all levels.
Sometimes you can just take an offramp and find a good little hill for the kids. Depends on their ages.

The best by far is Sno-Park at Yuba Gap. See the link below.
Edit: Be careful about pulling off at the offramps and sledding, The police are really cracking down on tresspassers.

Dude for snowboarding use Sierra at Tahoe. They also have tubing there. Sierra is on Highway 50 though. If you are taking Interstate 80 then go to Northstar. THey have tubing for Kids and Great snowboarding and Skiing. More Expensive then Sierra but worth it.

When we were there last January ~ the best place was for FREE! It was the rest stop at the top of the mountain! There were kids sledding in the back! It was so fun to watch!

Yuba Gap is good. Don't just pull off at any exit. When the guys are waiting for chain controls they use the exits as bathrooms.. Plus it is illegal.

i personally like sierra at tahoe or leland snow park they both have pretty mellow hills to go sledding on
