There are many things that can be wrong. One you named low blood pressure, diabetes, and to tell you the truth it is better to go to the doctor that way you know for a fact, and you'll get medication for it.

Low blood circulation and problem in kidney functioning are two reasons. On Su-Jok system check kidney point, that is more reliable diagnosis. If yes it is mainly due to kidney problem. Just try acupressure there and see the result in 3 days. If it doesn't work go to a skilled acupuncturist only(and tell him that Liv 3 point should never to be treated being low bp) as there is no medicine in the world to treat it.

Looks like she might have COPD. That is Cardiac obstruction pulmanory Disease. Basically, she has heart problems which she may not know about. I know cuz I have the same problem. If you do not see a doctor , tell her to lay off the salts

But still good to see the doctor.

she obviously needs to sit down some place comfortable and elevate her leg/foot a wee bit higher than her heart .
she may have poor circulation.
if she's over weight or under weight both could be a bigger concern to her poor health and must see a doctor immediately

questions: does she have diabetes? does she stand on her feet in a hot environment? is she grossly overweight? does she eat a lot of salt in her diet? does she have heart or kidney problems? there are lots of possible causes for this sort of edema.... she should get checked out properly and then come back and we'll give you some more ideas for alternative care....

cut out sodium, drinks lots of water, and elevate that foot. Eat grapefruit. It is a diuretic.

could be water retention,
gout, diabetes, or something else, best to see a doctor.
