The difference boils down to doctrine, or in other words, what is being taught from the pulpit.

The terms Pentacostals and Charismatics are rather broad and also have many similarities. However, I will try and answer your question based on my observations. Pentecostal churches historically existed way before the charismatic movement arrived. In American history these were the churches where speaking in tongues and the operation of the gifts of the spirits first appeared. The resulting churches operated in these gifts though perhaps more sporadically than modern charsimatics. Over the decades many Pentecostals did not change much and many were stuck in traditions in their worship and often their churches were legalistic in the way you dressed. In extreme instances woman had to wear head coverings and makeup may not be allowed.
i am not sure when the term charismatic was first applied to a group of Christians but I suspect it was sometime in the early 1980s though I would have to say that there were some charismatic type churches way before that in America. Today you can find "charismatic" churches in the yellow pages in most cities. In the early 1980s most were listed as non-denominational or Pentecostal. The difference I have seen mainly deals with the issues like dress, modern worship, and more of an active role for women in the church. (The role of women is a tough issue though since the denomination "Foursquare gospel church" was founded by a woman many decades ago).
Charismatics are not without some traditions of their own. For instance, many emphasize how God wants you to prosper, and probably take the faith message of leaders like Kenneth Hagin and Oral Roberts more strongly than modern day Pentecostals.
Why it is difficult to distinguish sometimes between these groups is that many of these type of chruches are independent. Thus, you have to approach doctrine carefully. I have found the basics to be generally the same though some exceptions exist such as those who call themselves "United Pentecostal" who believe in "Jesus only" and not in the same trinity that most other Christians believe. Another more minor difference might be in the aspect of when the rapture is going to take place (if at all).
Hope this helps

The Pentecostal movement within Protestant Christianity places special emphasis on the gifts of the Holy Spirit. Pentecostalism is similar to the Charismatic movement, but developed earlier and separated from the mainstream church. Charismatic Christians, at least in the early days of the movement, tended to remain in their respective denominations.
Charismatic is an umbrella term used to describe those Christians who believe that the manifestations of the Holy Spirit seen in the first century Christian Church, such as speaking in tongues (skeptics unsure of this practice claim it to be a mere showing of glossolalia), healing and miracles, are available to contemporary Christians and ought to be experienced and practiced today.

The Charisma is the theatrics. It's not a three ring circus with a full stage show of extras and guest stars.
