You'll need to apply to a school, get admitted, show that you can pay for your education, then they'll send you an I-20 to be an F-1 student. You'll have to pay the $100 SEVIS fee and make an appointment for a visa interview. At the interview, they'll want to make sure that you're planning to come home after your studies. You can "prove" this to them by showing ties to you home country: such as bank statements, a job waiting for you, family members, girlfriend/boyfriend, etc. They can reject you for many reasons and are required to give you a paper with the reason of denial. If you get denied, tried to fix whatever problem they found in your interview (usually that they didn't believe that you were gonna come back home).

The interview will take only a few minutes, and the questions will be such that your fellow's scheme will be quickly revealed. The proverbial cards are stacked against him, and for an awfully good reason. I trust that your embassy people will quickly put a stop to this small bit of anarchy.

The breakdown of any society begins when individuals quit working for the good of all, and start working around and against society for their own personal wants and perceived needs. This is a classic case.

First get a college to accept you, pay for your course, and show that you have enough funds in the bank to cover the full term of the course, then you should have no problems
