You can say it in a proper format, for instance:
-"Oficiales, encarcelen( or 'arresten') a este hombre."

To say a command:


1. Find the "yo" form of the verb in present tense (in this case the verb is detener, so deteno)
2. If the infinitive is -er or -ir, it will change to -ar. If it is -ar, it will change to -er.
3. Take the "yo" form you found out earlier and attach the new infinitive as you would if you were talking to a 3rd person. The yo form of detener is "detengo" (irregular, so watch out for this).
4. You should end up with 'Detenga!' as a command when talking to a single person (police officer) or 'Detengan!' if talking to a group of people (police officerS).

The final answer should be "Las policías, detengan a ese hombre!"
That's exactly how it was taught in Spanish class.

The previous answerer is absolutely right about the process, but detener is an irregular verb. It's "detengan".

You could say: "Hombre, ¡arreste a ese hombre!". Or "Hombre, ¡arreste a ese tipo!".
