I think that you would be better off stripping the vinyl and laying the ceramic tiles on a nice even and bare surface.

generally no. Especially if you are above grade , meaning not on concrete. Ceramic requires atleast a 1/2" plywood under it, most vinyl only has a thinner plywood, or sort of wood under it. Due to it's weight, you need that strength under it. Plus, your ceramic, or any other glued down flooring is only going to stay adhered to the mastic under it, meaning, if a vinyl tile or piece separates from the floor under it, your ceramic than pops too. It's best to go over the vinyl with the 1/2" plywood, then do the ceramic on top of that, IF you have the clearance, (doors, appliances, moldings, etc.)

You can if the vinyl flooring is sound and the floor under the vinyl is sturdy enough to handle the tile, if it is over concrete you can use modified thin-set and follow the directions on the bag you will be fine, if there is wood under the vinyl it needs to be a minimum of 1and 5/8 inches thick and structurally sound and you could use the same product as above, or, you could fasten tile backer board to the floor and use regular thin-set. The most important thing is that you are starting with a structurally sound base.

yes you can,if the vinyl tiles are down good,that means no corners are sticking up or loose tiles,i have laid ceramic tiles over vinyl flooring lots of time with good luck.hope that helps.

Its never good to tile over tile. Old ones do not get any better, they only get worse, then the new ones have to be torn off to fix the ones you should have removed in the first place. Save yourself the time and headaches, do it right or dont do it at all.

I would say no, cause you need a concrete backing board for the ceramic tiles to adhere too.

no, you must either remove old tile or lay a sub flooring over the old floor, or do both. You want a smooth base fo your ceramic
floor.
