It depends.
If your friend is dating a younger person because he truly loves her- no one should stand in the way of love. He may truly have many things in common with her, enjoy her company, and be capable of keeping the relationship on a level appropriate to her age.
HOWEVER. I must add this. Many people like to date younger people for the power- they feel more looked-up-to, they are the 'boss' of the relationship, they can lead the relationship right where they want it and the younger person is too gullible or inexperienced to know any different. Hey, I got pregnant that way.
If you feel comfortable questioning your buddy, you might ask him what he sees in this younger girl. I don't really think there is much you can DO though, except go to her parents, and that only if you think she is in danger of being led where a 13yo does not need to go.

Well.. legally I think it's okay, but yeah I can see how it's creepy.
Tell your friend that youre a little concerned b/c you cant understand what he(a 16 yr old) has in common with a 13 yr old.
I know 16 yr olds are into sex, and I am hoping that he wont encourage her to have sex, as she is only 13. If so, you should talk to him about that too.
Help him find girls his own age to have a relationship with.

It's very weird. A 13 year old girl should not be dating. A 16 year old boy should be dating within 1 year of his age.

If it's any kind of sexual relationship, it's definitely wrong.
These days girls bodies mature incredibly fast (probably due to the amount of growth hormones they feed to cattle- lots of these hormones in milk, plus millions of blood and pus cells. Hmm! healthy!), but their minds do not. She is a child, and your friend is a young man.
If this girl dressed her age, did things a 13 year old girl would really do in this world without trying to copy teen idols in the media, was flat as a board and still carrying her puppy fat, your friend probably would not be attracted to her.
I'm sure your friend can find a nice girl his own age. This girl is too young, and will probably get hurt whatever happens.

Kinda young. You might want to check out your state's stature of limitations, too for your buddy's sake. If they are still going out in 2 years, she'll be 14 and he'll be 18 and that's big trouble in almost all states! Is she really mature? Is she still in jr. high? I'd tell him to atleast date a freshman! You're aren't jealous are you?

At that age I can see why you'd think it was weird but girls tend to be more mature than guys, so the fact that she's dating a 16 year old isn't too strange. Besides, it's only three years.

I dont actually think its all that right as she is quite young i dont mean the age difference but just young she should be thinking about school and hanging with her girl mates not getting involved in a relationship, i wouldnt like my daughter to be dating at that age, i know it happens but really no he really should be looking for someone his age, that would be allowed to go out places before 7pm....lol just joking but you know what i mean.

You are right it is kind of weird. In 2 more years he will be 18 and she will still be a minor. I personally don't think it's a good idea.
If they aren't afraid to let their parents know about it and it's okay with them, then fine. Otherwise no.
