For instance, when my sister was in Monaco, again, it showed up as a local 713 number? What does this mean --are there specific local exchanges that the number comes in on, rather than a typical European phone number? If so, why?

they are using a calling card! put if the callerID shows 000-012-3456 I know there are using Skype...if there using yahoo.voice its 777-777-7777....if there using a landline its...caller unknown...

Vonage will do the same thing when you place a call from the USA to Canada.

More than likely the calling card, or provider your sister is using is VOIP, and the local number with the 713 area code is actually being used to place the call since with VOIP all the calls go through the internet till it reaches a local exchange.

The same thing happens when my family call from Ireland, and i know that they are using there house fone without a phone car so it can't be that, its really weird, i'm with sprint if it has something to do with that,

Its from the phone cards they use. They dial into a system in the 713 area code.
